Some authors bend time if it helps them with the narrative, certainly AR bends space and the jury is still out as regards as to how far he bends identity.
Thus we have three possibilities regarding the Bawdsey radio towers:
1) AR saw them and didn't care whether they fitted with Swallows' chronology.
2) AR saw them and assumed they had been there for some time.
3) AR knew very well that they were too new to fit with a realistic Swallows' chronology, but choose deliberately to bend time. They provide a link to the gathering storm clouds in pre WWII Europe an echo perhaps of the really menacing atmosphere in Childers' Riddle of the Sands
