More like there was a brief aberrant period of time when smoking in general (i.e. non-smoking) company was deemed acceptable. Prior to about WWI (a custom which, I believe, persisted among the upper crust) wasn't it customary for the gentlemen to retire to the billards room for their cigars/pipes and brandy?
