The problem's finding 4 names, 2 of each gender, for X, Y, and Z (or, similarly, with the passed-over Q and U) (since the naming cycle repeats every 4 years). No doubt they could dredge some up, (Ursula and Urnest, perhaps?), but they'd certainly have to put maximal effort for minimal return.
