3. My understanding is that WCI (or rather Peel Island) is National Trust land and that the Trust has prohibited camping on it without permission from it. I don't know about Swallowdale (and of course there are several candidates for that) - it may differ depennding on which Swallowdale we are talking about.
On the subject of "where are the places", ISTR that AR took Cliford Webb on a guided tour of the area when CW was engaged to illustrate SA and SD. I wonder whether CW kept a diary or otherwise recorded where AR took him (or indeed any of his thoughts concerning his time with AR) - we have some of AR's letters which convey his own, unflattering assessment of CW (imagine - making a hash of getinng into and out of a small boat, even with a gamey leg).
