I'm no lawyer, but I imagine that there are long established public rights of navigation, fishing and so on, but that the ground underneath the lake does belong to somebody, that is the Trust.
So they can't charge you for actually using the lake, but if you want to do something to the bed of the lake - such as laying a mooring on it - then you need their permission for which they will make a charge.
