I seem to remember from when I read 'Brogan' that there was a severe winter in about 1896, when AR was a boy. the events of that occasion when the lake DID freeze over formed the basis for WH. I believe there are photos of the event too. Must have been quite spectacular.
We are 'fortunate' to get mild winters over here, (this is for the benefit of our overseas readers!)- most of our weather blows in from the west and to quote my old geography teacher 'we get warm, wet, westerly winds in winter.'The Atlantic lows which bring the rain have passed over the relatively warm waters which have drifted up from the Gulph of Mexico -the gulph stream/north atlantic drift, hence the mild (and wet)conditions.
When there is an area of high pressure sitting over Scandinavia we get the cold air blowing in from Russia/continental Europe. This is freezing and can last for several weeks, though being dry air it won't produce much snow. This comes when the next wet low pressure system arrives and the moisture it's carrying meets the freezing conditions. We'll get some snow then but it won't last long.
Because Britain is at a crossroads between wet maritime air and dry continental air, and with the cold polar air to the north meeting the more temperate conditions found down towards the Med. - our weather is constantly changing (unless, as I said, a lump of High pressure is sitting nearby,)- Hence our great interest in the weather and why it is invariably used as a conversation piece.
A glance at where the pressure systems are sitting/drifting can tell us all we really need to know about the weather, unless you have specialised requirements, and if the TV weather people would display them more often...they wouldn't have to do quite so much rabbiting!
