radar, in spite of the towers, was an extremely well kept secret

Radar was a well kept secret, but I expect that it was obvious to everyone that the masts (going by the location, guards, secrecy, etc.) served some military purpose. A bit like Menwith Hill. It's highly secret. We don't know why it's there or the precise details of what goes on there. But everyone knows that it's full to the brim with spooks.
