Well, yes and no. Discussion boards like Tarboard don't lend themselves to long posts, however erudite. Just look at the impact of Ed's recent post on the usability of "Recent Messages". You, me and JMN would still exchange brief salvos in Tarboard while saving our more weighty contributions for the blog.
A Tarblog would encourage more longer, more reflective essays.
