'Votes', certainly; 'elections' not necessarily.
Jock is right, but that wasn't really the point of my posting. I was not trying to give a definitive definition of 'democracy', but to make a point to Peter R about Tarboard and its rules. Isn't this sort of collateral nit-picking exactly what some Tarboarders have been protesting about recently?
