I understood the poet to be saying, not that John was preferable to Roger, but that John was the sort of son every mother would like to have. The following two lines are:
He has authority, skill and vision:
Most of what they do is his decision.
I wonder of the second line above is strictly true? Perhaps it is.

Do please note - I am not criticising the poem or the poet in any personal way, just wondering whether some of the lines in the poem are necessarily true. I am all in favour of the description of Susan - here is an extract:
