I think Peter H's point is that although Tars may look after the Dogs Home it is not mounting a 24 hour guard on it and cannot be held to account for the mindless antics of a substantial minority of the "great" British public.
But I could be wrong.
On my last visit the Dogs Home did indeed look in worse nick than last time I was there. I didn't notice the notice, if you follow my drift, but I did pull the door to, and make an attempt to fasten it.
It looks like a building that needs some work doing to it or it will fall down. The work will cost money and that might go beyond "looking after it".
