Clearly Arthur Rackham (I think that's the spelling), but what a load of old tosh to use it on!
The writer of the Web page has the cheek to warn that his text is copyright when they don't don't know the difference between Ransome and Rackham, and reproduced one of his paintings which I guess is still in copyright somewhere.
