For goodness' sake! Both Peter H and Kath have vouched for the state of the Dogs' Home, Peter has also given some useful and interesting information about its ownership and history. I was living within two miles of the Dogs' Home for all of last August and on my several visits noticed no damage, mess nor anything untoward. I agree with Peter H that a notice on the door would not be appropriate.
Just to settle matters - I went again today, decided to do an up-to-date survey (21-05-06 11.47am) and can report that:

the building is in fine fettle, the walls are solid and in no danger
there is no apparent vandalism (apart from a discarded food wrapper, which I removed).
the door was properly closed, with its string tied in a bow.
everything was suitably tidy.

So, no need for panic, no need for complaints, no need for four exclamation marks, no need for jumping in hard with the word "shambles" - and definitely no need for the appalling modern habit of apportioning blame where none is attached. If you still find it difficult to consider the evidence of others, then I suggest that you visit this morning's pictures at the link below.

I enjoyed my walk to the Dogs' Home, the wood strewn with bluebells & cowslips. A little wet underfoot, it was still possible to walk up the sometimes-dry beck. I even heard a cuckoo! Glorious!
