That was the old access to Abercwmmeiddaw Quarry, and was lost when the wall they were built into was lowered
I've seen photos of the cantilevered steps that you refer to. They were truly magnificent. The ones I mean were right at the very bottom, no more than 6 or 8 in total, in the section of the wall that was left. They were tucked round a corner near the stream. Twelve years or so ago they were still there, then suddenly they were gone!
