I have an idea that some boarding schools in that era did allow children to bring pets with them - rather in the way that Hogwarts permits either an owl or a toad (and presumably a rat, hence Scabbers' presence) - and didn't George of the Famous Five only agree to go away to school when she was told that she could take Timmy with her ?
