I think it was simply AR's way of demonstrating Commander Walker's excitement at planning a fun surprise for his children. I can picture him, caught up in the excitement of hatching up his delightful plot, calling in the telegrams as he thought of more and more things the Amazons would need during their explorations.

We know from other incidents that Commander Walker (as well as his wife) has a wide streak of the kid still in him, so this sort of exuberance and lack of foresight in planning his telegram contents strike me as being completely in character. I don't think the cost factor ever even crossed his mind.

My husband (who seems to be turning into Yank Newbie #2) points out that it also builds amusing dramatic tension in Nancy's relation of the story.
