The only monogogues in Wales are children under 3, for whom Welsh is the language of the home.
You are quite right that there has been a massive resurgance in teaching Welsh, but it really is a total waste of time unless you want to become a bard. (If you see me dancing about in blue robes you will know that I have cracked and gone native.)
The Gorsedd Beirdd Ynys Prydain only admits a few Welsh speakers each year so there really isn't a demand for lots of Welsh speakers. Therefore perforce one must look for those who make money out of this.
I am one of the many of Welsh descent who have thankfully "lost the language".
