It happens in the best of organizations. I had a friend who, many years ago, submitted a proposal to renew his NASA funding -- which at that time was considered merely a necessary formality -- and made the mistake of sending it in early. Since it was not part of a flood of similar such proposals, it was set to one side.
When suddenly his funding was stopped, he started asking why; they found his renewal request had fallen behind a filing cabinet at headquarters.
As for places to publish AR materials, I say the more the merrier!
