Apparently not, at least in my area - there is no machinery for doing this, ie there is nothing in the Library Regulations about it. Public libraries in the UK are nearly all part of the Local Government Apparatus, and in the world of Local Government, 'no machinery' means they can't do it. However, is there a librarian on TarBoard (perhaps lurking), who could give us more gen on this?

This doesn't apply to school libraries, so my branch of the Arthur Ransome Society regularly gives sets of AR books to what it judges to be 'deserving schools'. This does at least put the books where young people can find them, but of course the 'catchment area' is far more narrow than a library.
