In the days when the USSR existed, the Ukraine had a separate seat at the UN even though it was part of the USSR. I don't know why.
"USSR" was short for the Union of Soviet Socialist Republics, in Russian the SSSR, Soyuz Sovetskikh Sotsialisticheskikh Respublik . Its leaders liked to maintain the fiction that the Republics were independent states working together in a voluntary federation.
