A quick hunt on Infoplease.com finds that Idaho's population is a 1.007 million, while Maine's is 1.227 million, so Maine (with 5 TARS) gets the per-capita crown over Idaho (with 2 TARS). I was all ready with a Kachenjunga (sp?) comment if mountainous Idaho had won, though.
