That is certainly possible - I live in a bungalow with a converted loft myself. I'm not sure I'm convinced they'd put a bathroom upstairs in such a conversion, but who knows? Perhaps AR was writing from first hand experience of Broadland bungalows that would confirm your assumption as being correct. (In my case there's insufficient usable headroom for a loft bathroom, and also it would be difficult to get a head of water to gravity feed from the hot tank to a bath).
Such thoughts, however, are probably straying irritatingly far "off topic", so I think I'll abandon them to follow Tom's advice (BS, Chapter 32, final line) by going sailing instead.
