No real "toff" would be seen outside Mayfair in London. Therefore the Amazons or the family cannot be toffs.
If you want to read about toffs, consult Pelham Grenville Wodehouse's "Bertie Wooster" novels, although even they strayed outside London as far as Bandings.
AR wrote about the S&A's as middle class children - so they are although they might be towards the slightly richer end of the middle class.
Just as the Amazons fail to appreciate their Victorian great aunt in judging her by 1930's standards, so we fail to appreciate the Blacketts/Turners by our current standards.
