From my own research I know at the time the Royal Navy had two major concerns about the promotion of the working class to officer status
1- Their ability to fit in with the other officers, this as opposed to the willingness of others to accept them
2- the willingness of ratings to accept the authority of men of their own class when raised to officer status.

The basic principle of movement between classes appears to have been accepted by the vast majority of naval officers
