As a matter of fact, there was indeed a well known Naval tailors in Harwich (not Gieves - must dig out local history book to find name).

But the answer to "what happened to Commander Walker's luggage" is even easier than that. At the moment when Commander Walker sees John on the Goblin he is chatting to one of the officers of the Dutch mail steamer that he is aboard.

Clearly, he said to his acquaintance, "I've got to disembark at once - tell them to hold my luggage for me at Parkeston Quay".
