I am no expert on Naval matters, but to my mind, Morse Code was only used in the Navy in visual signalling with a lamp, (Aldis Lamp ?) not flags.
It was also used with radio, of course, for audible signals.
Flags in the Navy were either semaphore, or the variable length strings of flags hoisted by one ship to send a message to other ships.
Maybe the long and short flag waving is a Ransome special ?
