It's got to mean 'There is water in the bathroom', as she has just appeared with empty vases ' for the flowers'. Also if there was no running water, and washing was done from filled jugs, in those days a washstand with jug and water would be provided in the bedroom. An early version of an en-suit. The lack of a preamble in Nancy's comment indicates the rush she was in.
