There's actually rather a lot in the Potter books about plumbing. Girls' toilets are central to the plots of books 1 and 2, and are mentioned in most of the other books. There's an ultra-luxurious bath in book 4.

As for the rarity of washing, if you lived in an unheated castle in the Scottish highlands, and were liable to have Moaning Myrtle float in on you, wouldn't you avoid the bathrooms when possible?
