Several factors go into obtaining the sight on a moving deck. Among them are using your legs (SEE ALSO "sea legs") to maintain your torso reasonably steady, that you don't need to [i]maintain[/i] the object on the horizon for an extended period of time, and that both the horizon and the celestial object are sufficiently far away that the motion of the deck, even on a small boat, makes only a minor difference in the recorded sighting.

As to shooting the sun without getting blinded - sextants have several filters - you flip one or more into the light path for the sun.
