Car Seat Belts and Smoking are restrictions which try to save some unnecessary hospital costs. Likewise Bike Helmets. In Victoria Australia, Bike Helmets are compulsory for everyone, not just kids.
The insidious force is the ambulance chasing lawyers who incite people to sue for things which should have been their own silly fault. This has caused many volunteer organisations to cease operations for fear of being sued if they allow a customer to do something which flies in the face of common sense.
