Learning grammar in Australia in the late forties and early fifties, we would say that "Flowers" is the subject of the auxiliary verb "should" The classification active or passive voice referred to the verb, not the noun. We were told that when the verb is passive voice, the subject is the sufferer of the action, not the initiator. Long time ago and my memory may be faulty!
