AFAIK, "Double cooker" refers to a double saucepan, one inside the other, with water in the outer container and the cooking done in the inner one. This forms what chemists refer to as a "water bath" and its purpose is to limit the temperature in the inner saucepan to that of boiling water. This avoids burning the thick mixture which is porridge.
Of course porridge could be cooked in a normal single saucepan over a fire or gas ring, but great care is then necessary to avoid too much heat and consequent burning.
