Looking up my copy of Dr Johnson's original dictionary (1755), I find he accepts both words without cross-referencing them. And he cites Dryden for both words.
'Germane', derived from Latin germanus should of course be spelled that way. Except that it got into English via French, so of course 'germain' has been around too for centuries. I think these days 'germane' is preferred.
