I can't cite studies but about ten to fifteen years ago there were comparisons in the press between the dentists of Montreal (no fluoridation) and the dentists of Toronto (fluoridated water). The latter were finding it hard to train up new students on simple cavity repair because there were very few children or adults with cavities to repair. The dentists of Montreal were happy and rich on filling fees.

Nowadays with the increased usage of bottled water and built-in filters on tap water which remove the fluoride, the numbers of cavities in Toronto teeth is rising again and our dentists are happy and rich too.
