Netscape (even US version) itself can handle Japanese character by the following procedure:
[ Pull-down Menu ]
(1) Option->Generarl Preferences..
->Laguage: Add "Japanese(ja)" into "Accept List".
(1) Option->Generarl Preferences..
->Fonts: Set "For the Encoding" to "Japanesse" and
use appropriate fonts to display.
"Japanese" encoding can handle English
characters either.
(Japanese character code system use 2-bytes a character, meanwhile
western character code system use 1-byte a character.)
But first of all, you should install Japanese languase system
(incuding Japnanese fonts) in your computer.
For example, Mac has add-in Japanese Language Kit
(Sorry, I don't know exact name for it.), so consult Mac dealers.
I know very little about other systems.
