Interesting Adam, as UK laws on copying/downloading etc are some of the toughest (though most residents don't know this - for example you cannot make a copy of a music CD you bought, not by any method or for any reason withouth the permission of the copyright holder. Ask most people and they think it is like the USA where you can legally do so!)
Re-reading their opening paragraph though, I get the impression it relates to the fact that the BBC is funded by UK tax payers so only UK tax payers can have the benefit; any of course they make a lot of money by selling programmes to TV and radio stations outside the UK!
