My understanding, probably based on something I read in the Radio Times
at the time, is that the 1980s TV serial of Coot Club and The Big Six,
later made available on video, was originally intended to be just
the first section of a larger series which would have included all
the books (with maybe the exception of the Peter Duck stories, but I'm
just guessing here). This is why it had the otherwise inexplicable
title "Swallows and Amazons for Ever". Its making and transmission
would have been spread over several years.

As Art says, it's probably because the two Broads books are fairly
self-contained that they were filmed first; and the larger project must
have been cancelled after the making of this first series.
