If he wrote this in 1933 it can only refer to an abrigded early translation of S&A.
That Winter Holiday translation did not appear before 1948 and was done by a different person. And there is a later (presumably unabridged, I have not seen either yet) translation of S&A from the 'sixties. I wouldn't call the WH translation outright bad, it could certainly be much worse and it doesn't take liberties or cuts, e.g. the character's names and most place names are left in English, whereas quite a few children's books change them to ones in the respective language.
But it could also be far better as I tried to explain above.
And it is hard to translate that stuff. I mentioned the shivering timbers and barbecued billygoats, which will always get lost in translation. Even worse (fortunately not important in WH) you simply can't do the "Ruth - ruthless" pun in German. You'd just have to somehow work around or simply leave it out! I wonder how the translator did that one, I will get the book sooner or later by an interlibrary loan to have a look.
