I think that what Mrs Beeton must be meaning by a 'lined saucepan' is also known as a double saucepan, with an inner and outer pan which nest neatly together. The intervening space is filled with water, so that whatever is cooking in the inner saucepan has to cook very gently, and cannot get hotter than the temperature of boiling water.
