I suspect that the Broads was primarily visited by slightly more prosperous holiday-makers in the 30s, who were less obviously effected by the Depression in the UK. Also bear in mind that while the north and west were ravaged by long-term unemployment, much of the Midlands and the South (with greater access to the Broads) experienced a period of growth for some of this period with some industries seeing increases in wages and increases in leisure time. Tourism was still a growth industry in the 30s.

Certainly I've always imagined the Hullabaloos to be wealthy, leisured, decadent (if slightly vulgar) young adults, and therefore unlikely to have been deterred by closed factories or mines (nor yet encouraged by growing car assembly lines in Coventry).
