It has nothing to do with 1776 Ed, it is all about money.
The BBC hopes to sell programs overseas and it would be against their interests if the rest of the world could view them free.
In the UK everybody pays a license fee so they have paid up front as it were to view them on the net.
I as do you find it most frustrating however
