Reserved occupation, almost certainly. My uncle John was born in that year and spent three days in 1918 being dug out of a collapsed sap under German lines, during which time he had a "near death experience" which decided the course of the rest of his life. His brother, my father, born in 1903, missed that one (though he almost died of diptheria in 1916) and had a splendid time in the RNVR in the next one...
