While the ultimate point of the cartoon is to cut the book off at the end of the first paragraph, to do this by suggesting that if mother kept an eye on them there would be no adventures is I would suggest, a comment on a general feeling that children are over-protected. Otherwise there would be no humour.

Now if it had been the children asking Mr Jackon if he had a boat they could sail, and him saying no, it was stolen last summer, then it would have been a comment on crime.
