In sailing (and meteorology), a west wind and The Westerlies mean the same thing, the wind is blowing from the west and a balloon released in the wind will go towards the east.
However, if you say the wind is blowing westward, then it means the opposite to me, i.e. a wind which blows westward is an easterly or an east wind.
