Certaily in the lakes books, anyone who has to use a boat for business not pleasure seems to row.
Jacksons, Dixons, Swainsons, policeman, fishermen etc.
This may be down to lower capital cost or quicker avaiability and may well be quicker and easier on short trips. If the working requirement is larger, then there is a move to powered vessels.
Cetainly by the 1930's sail as well as the horse were nearly finished as commercial prime movers.
