Well there is that more-than-passing resemblance between Old Harry and C.S.Lewises character Puddleglum (The Silver Chair) who was also played by a former Doctor Who (Tom Baker) and the actor who played P.C. Tedder has been in many Doctor Who episodes back to the Troughton days. I'm sure that the captain of the Wherry (the name of which escapes me at this moment) also has been in many Doctor Who episodes.
The B.B.C. has a pretty deep actor pool from which to draw, but a lot of drama (of all kinds) to produce.
