(The technical explanation for PAL's superiority over NTSC is that the chroma signal is phase alternated, line-by-line. The outcome of this is that any degradation to the signal between transmitter and receiver means that the colour can change a little in amount, but not in hue, when recreated within the TV set. With NTSC, an imperfect signal can result in the colour changing in hue - a much more noticeable effect for the viewer.)
