Unfortunately that's not always as true as it should be. Sometimes the receiving bank will charge a fee if the transfer is not done in the receiving bank's native currency, or if it has to go through an intermediate bank. Even worse sometimes the *originating* bank charges a fee for its trouble. If that happens often there is not indication except that the amount the payee sees is less than the amount the payer sent - and you have to carefully compare notes to figure out what happened. Banks generally get their pound of flesh somehow, wherever they have to put their hands to do it.
