Reading Ransome's books in post-war Scotland I had always pictured railings similar to those in Ed Kiser's photo. With horizontal rods about 3/8" in diameter, these were ideal for plants and small boys to climb. I can confirm they could be cut with a hacksaw or even with a square file at a pinch. I suspect that cutting with the file on a penknife is unlikely to succeed.
By the way, during WWII all the more solid and formal iron railings round parks and gardens were cut down for scrap, leaving only ugly stumps.
