Hong Kong was more important than WeiHaiWei which was pretty much given up by the late twenties. Hong Kong had a graving dock (the Taikoo Dockyard) that could take big warships; there were no repair facilities at WeiHaiWei.

The other possibility would be service aboard the Insect class river gunboats on the Yangtse but he would probably have been too senior for that.
